Philip Vermeer brings to the Conaway group 12 years experience in information technology procurement,
management and strategic planning. He has extensive experience with technology transformation and
joint/interagency/multinational communications interoperability.
Colonel Vermeer, in his last assignment before retiring from the Army National Guard, served as the Director of the
Enterprise Architecture Division-Department of the Army/CIO/G-6. As Director he developed, planned, and represented
Enterprise Architecture Programs to the Army, Joint Staff, and Office of the Secretary of Defense. He served as the
project lead for Army Information Technology Modeling and Simulations. Prior to his service on the Department of the
Army Staff, he managed enterprise information technology services in day-to-day operations for the National Guard
Bureau headquarters and the Army National Guard across the 54 states and territories.
Colonel Vermeer returned to his home state of Iowa to command an infantry battalion after serving 4 years in the
Pentagon as the general officer personnel management officer for the Chief of the National Guard Bureau. Upon
arrival in Iowa he was given an additional duty as deputy, in the Iowa National Guard Emergency Operations Center
during the Midwest floods of 1993. In addition to Battalion Command he served as the project lead to connect 57
Iowa Guard facilities to the Iowa Communications Fiber-Optics Network. After that project was near completion, he
returned to the Army Guard headquarters in Arlington, VA to serve as the Project Manager for the Distributed Training
Technology Program that delivered a nationwide network (Guardnet XXI) and distance learning classrooms across America.
Philip graduated from the Defense Systems Management College and is a level-III certified acquisition executive. He has
an MPA from Drake University and a BS from Iowa State University.
